Innovate UK supports modelling tools to help shipowners weigh fuel choices and carbon costs amid tighter regulation

Europe’s effort to cut shipping emissions is moving into a more analytical phase, as a UK government-backed fund supports digital tools designed to guide investment decisions on fuel and fleet upgrades.
Engineering consultancy Houlder has secured funding from Innovate UK through the Smart Shipping Acceleration Fund to expand its digital modelling platform, HOME. The system allows shipowners to test different fuel options, retrofit plans and efficiency measures before committing capital to vessels that may operate for decades.
The award is not linked to a single regulation. However, it comes as operators face a more complex policy landscape, including the EU Emissions Trading System and FuelEU Maritime rules. These measures are reshaping how companies assess compliance costs, fuel strategies and long-term asset values.
Digital modelling tools aim to quantify those trade-offs. By simulating regulatory and market scenarios, shipowners can compare the financial and technical impact of choices such as adopting alternative fuels or installing energy-saving technologies.
Houlder said the funding would strengthen its ability to clarify the costs and risks tied to decarbonisation. Carbon prices have fluctuated in recent years, while supply chains for fuels such as methanol and ammonia remain in early stages. That uncertainty has made investment timing and technology selection more difficult.
Norwegian operator Siem Shipping is contributing vessel performance data to improve the platform’s accuracy. The partnership reflects a wider shift in the industry towards using operational data to inform strategy and risk management.
Beyond regulatory compliance, more detailed forecasting of emissions and fuel costs could support internal investment cases and provide greater transparency in discussions with lenders and charterers. Some industry observers argue that early adopters of structured digital planning may be better placed as environmental standards tighten.
Challenges persist, particularly around data standardisation and interoperability across fleets and systems. Even so, the backing from Innovate UK suggests policymakers see digital tools as a practical enabler of shipping’s energy transition.
While modest compared with large-scale infrastructure spending, the funding underlines the growing role of data-driven decision-making in the sector’s decarbonisation plans.
